Our Executive Management Team is dedicated to delivering C&C’s key aims and providing inspirational leadership across the organisation.


Julia Ashley

Julia Ashley joined C&C in July 2008 and has an MBA from the Open University.  On 1st April 2016 Julia became Chief Executive for C&C.

"I believe passionately that people aged over 55 deserve to live in elegant homes and vibrant communities and I very much value and enjoy the talent of our fantastic C&C staff, residents and professionals who work together to co-produce innovative new homes that that are adaptable for future needs.

"I had an early background in emergency and community care and housing and spent a period of my time delivering specialist services for people with dementia which I found incredibly rewarding. I have enjoyed challenging my own and others thinking about the perception of older age, developing in myself and others a new vision of age as a time of opportunity and achievement.

"At home, I love to cycle and keep fit and enjoy the privilege of travelling whenever I can."

Jo Teare

Group Chief Financial Officer

Jo joined C&C as Group Chief Financial Officer in January 2018.

Jo is a qualified Chartered Accountant with more than 10 years of experience in senior positions in construction and development and has worked for a number of recognised house builders including Fairview, Bovis and Barratt.

Jo is pleased to join C&C and to be involved in delivering its exciting strategy.

In his spare time, Jo devotes himself to his family and three children and participates in various sporting activities.

2. Jo Teare

Deb Thomas

Director of Development and Strategic Asset Management

Deb was delighted to be appointed as Director of Development and Strategic Asset Management in July 2019.

She has worked with C&C since 2013 when she started work on the Dora House project while at Arup, where she was previously a Director. She started work as a consultant at C&C in December 2016 and subsequently took a permanent role as Head of Development in February 2018. Deb is a chartered civil engineer by profession and brings a wealth of experience of the construction sector to the role. She has a thorough knowledge and understanding of the Dora House Redevelopment project and is committed to seeing it through its delivery stages. She is looking forward to guiding the future of C&C’s Homes for Happiness strand of the Fit Future Strategy.

Outside of work, Deb is also a school governor at UCL Academy and a trustee of CTU Collective a charity which provides workspace for startup businesses in Camden.

3. Deb Thomas

Howard Dawson

Director of Housing and Customer Service (interim)

Howard is currently supporting the business deliver its’ key objectives within the Residential Services team.

He has over 25 years’ experience in the Housing sector of which the last 15 years are in senior management positions. He has worked for both Local Authorities and Housing Associations in a number of different roles including housing management, policy, development, sales and marketing.

His last role was a Regional Director for one of the largest Housing Associations in the country. He was responsible for managing 20,000 homes across 40 Local Authorities for all tenure types including rented, leasehold, key worker, care homes, sheltered and supported housing. Previously he was the Director of Residential Services for a medium sized 15,000 home Housing Association in the South East of England.

Howard is a previous Chair of YMCA London South West and was on the Board of the YMCA St Pauls’ Group, one of the largest YMCA’s in Europe for seven years until 2019.

He has a post-graduate Diploma in Housing and has undertaken a high-level Institute of Leadership Management programme through the Warwick Business School.

Steve Tree

Director of People

Qualified in HR, marketing and teaching – with an MBA from Warwick – Steve brings 12 years of international management consulting and 17 years of line HR management experience.

Steve’s previous roles include relevant work with hospitals, care homes and real estate asset managers where his approach has been to implement constant improvement in practical, consistent and caring ways. He has been very lucky to work in all corners of the world and particularly enjoys the diversity of opinions and backgrounds to be found in C&C. His greatest passion is to help people make the most of their skills and capabilities by continuous personal growth.

Proud of his South London heritage, Steve is a keen Crystal Palace supporter, motorcyclist and hill walker.

5. Steve Tree

Michael Byrne

Director of Care

Originally qualified as a psychiatric nurse, Michael has worked in a variety of clinical and managerial roles within health and social care over the last 30 years, including care homes. In more recent times, he has been involved in large-scale NHS reconfiguration and transformation programmes. Michael has an MBA and MSc. His great passion is to facilitate residents to lead their lives to the full, and to help staff achieve their professional and personal aims.

Outside of work, Michael devotes his time to his family and two young children. He is a keen hill-walker and enjoys other outdoor pursuits.
